Disable ELAM for individual wells

If you have a controller or two on a system that is not working with EnableModbusSupportLibrary = Enabled, but it does work with it = Disabled, you can disable ELAM for the individual well instead of system wide.
In tblSystemParameters set UseNodeIDRegisterBlockLimits=1
In tblNodeMaster set RegisterBlockLimit = -1 for the indivudual well
